Minutes of the Meeting of the Beeston with Bittering Parish Council held on Tuesday 29th January 2019 in Beeston Village Hall at 7.00 p.m.

The clerk was in attendance.
County Cllr M Kiddle-Morris and 3 members of the public
were present.
Public Speaking Time
A member of the public expressed views and these were responded to by the parish council.
Min 001/19 Apologies for Absence. Apologies for absence were received and accepted
from Cllr Kennealy (illness), Cllr Palmer-Wright (illness) and Cllr Wiseman
(illness). District Cllr Gould had sent her apologies.
Min 002/19 Declarations of Interest. There were no declarations of interest.
Min 003/19 Minutes of the Meeting dated 27th November 2018. Cllr Mullenger proposed,
with a spelling mistake corrected, and Cllr Farrall seconded that the minutes be
signed as a true record of the meeting. It was unanimously AGREED that the
minutes of the meeting dated 27th November 2018 be duly signed as a true
record of that meeting. The minutes were signed.
Min 004/19 Minutes of the Meeting dated 11th December 2018. Cllr Mullenger proposed
and Cllr Farrall seconded that the minutes be signed as a true record of the
meeting. It was unanimously AGREED that the minutes of the meeting dated
11th December 2018 be duly signed as a true record of that meeting. The
minutes were signed.
Min 005/19 County/District Councillor Reports. Cllr Kiddle-Morris reported that NCC
budget would be set on 11 February and there would be a rise of 2.99% in
council tax. Resurfacing works on the B1145 had taken place and this was
funded from the government grant of £12.7M for highways repairs. A new contract
to improve broadband coverage from 92% to 95% had been taken out. NCC
would return to a cabinet style of governance in May and the departing managing
director would not be replaced, the leader of the council and cabinet members
taking on executive roles. Contrary to press reports, Litcham Children’s Centre
will not be closing.
Min 006/19 Planning Applications. Planning applications were considered and it was
AGREED to comment as follows:
3PL/2018/1157 Chinnock, Dereham Rd – that the council is very concerned about
highways safety on the bend where the site is and requested that NCC highways
and Breckland meet on site to review the whole development and the impacts
that it is having
3PL/2018/1546 Roehampton, Syers Lane – to object as the development is
outside the settlement boundary and represents a further overdevelopment of the
site which the council previously objected to.
3PL/2018/1550 Land at Herne Lane – to comment that the proposed style of the
houses was too suburban and something more in keeping with the rural setting
should be used, that the affordable housing should reflect the style of the market
houses, the gated entrance should be removed and replaced with post and rails if
an entrance was needed and the suggested site name of the Hamptons was
totally inappropriate and something reflecting the location should be chosen.
3AG/2019/0001 The Brambles, Dereham Rd – to support the screening proposals
for the Brambles as discussed by the applicant and the property owner
3PL/2019/0060 Water Farm, Water End Lane – to make no comments

Min 007/19 Planning Decisions. The following decisions were NOTED:
C/3/2018/3007 Bittering Quarry. APPROVED
3PL/2018/0472 Land at the junction of The Street and Herne Lane. REFUSED
3PL/2018/0714 Primrose Farm, Water End Lane. APPROVED
Min 008/19 Village Green. Xmas lights had been dismantled. Arrangements are still to be
finalised for the dismantling and transportation of the village sign to Fakenham for
repainting. The clerk provided details for replacement litter bins and
noticeboards. It was AGREED that the chairman and clerk would review and
propose replacements.
Min 009/19 Village Survey. A reformatted version of the survey ready for printing was
reviewed and with minor changes, this would be sent to the printer. It was
AGREED that members would distribute and collect the survey and the
clerk would produce a plan of who would distribute to which dwellings.
Min 010/19 Community Car Scheme. The clerk had the contact details for the coordinator
for the Litcham scheme and he AGREED to contact the lady to see if she
would be interested in including Beeston in that scheme.
Min 011/19 Defibrillator. The clerk reported that the application to the Breckland Small
Grants Fund had been made and a decision was likely in approximately 2 months
time. The verbal report was NOTED
Min 012/19 Report on the Highways Problems from the Previous Months. Notification
that the damaged 30mph repeater sign on Dereham Rd had been replaced had
been received. No action had been taken with regards the seat on the Street and
Cllr Green agreed to visit the householder to discuss.
Min 013/19 New problems. There were no new reports.
Min 014/19 Budget 2019/20. The clerk presented a draft budget and this was reviewed by
the members. It was AGREED that £100 should be removed from the
Donations line and added to the Xmas Lights line. With this change made
and by resolution proposed by Cllr Townshend and seconded by Cllr Mullenger, it
was unanimously AGREED that the budget for 2019/20 should be set as
proposed. Further is this and by resolution proposed by Cllr Townshend and
seconded by Cllr Mullenger, it was unanimously AGREED the precept demand
for 2019/20 would be set at £7250
Min 015/19 Balances and Cheques for Authorisation. The financial statement at the end
of October and budget summary were reviewed. Cheques were presented for
signature.
