You will be aware that, due to the government guidance at the time, the March meeting of the parish council was cancelled.
Since then, specific regulations contained in The Local Authorities and Police and Crime Panels (Coronavirus) (Flexibility of Local Authority and Crime Panel Meetings) (England and Wales) Regulations 2020 have been passed by the government that impact the holding of meetings by local councils during this time of national emergency.
Firstly, a regulation has been passed that removes the need to hold annual meetings in May 2020 with current appointments, usually made at the annual meeting, being rolled forward to the next annual meeting in May 2021 unless the council decides to elect replacements earlier.
Secondly, a regulation is included to allow the holding of meetings remotely if needed. Such meetings have to be publicised in the usual way and have to be accessible to members of the public as well. Such meetings have to be minuted in the usual way also.
The parish council will only use this facility where urgent decisions have to be taken and where decisions have to be taken to meet legal guidelines, such as annual reporting of finances (this deadline has been pushed back in other regulations by two months).
Breckland advise on their website that changes to their handling of planning applications have been implemented whereby applications can only be accepted electronically and timescales for determination will be agreed individually with the applicant/agent. Parish Council Elections 2019
The following has been received from Breckland Council advising details of the upcoming elections Parish Council Elections 2019

Dear Parish Clerk
As I’m sure you are aware, the District and Parish Elections are scheduled to take place
on Thursday May 2nd 2019. Therefore, I thought it would be useful if I provided you with
some key dates and information covering the Election period. We will be sending out by email on Friday 8 March 2019, to all Parish Clerks in Breckland, a copy of the Notice of
Election for the Parish Council Elections and we would appreciate it if you could post this
on your parish council notice boards by no later than mid-day on Tuesday 19 March 2019.
The timetable is as follows:-
Publication of Notice of Election – Wednesday 20 March 2019
(Nominations will be accepted from this date but only between the hours of 9:00am to
4:00pm Monday to Friday)
Deadline for receipt of Nominations – Wednesday 3 April – 4pm, 2019
(Nominations close – Please note that any Nomination Papers received after this time will
be rejected)
Publication of Statement of Persons Nominated Thursday 4 April, 2019
( A copy for your particular areas will be sent to you by e-mail on Friday 5 April 2019)
Election Day Thursday 2 May, 2019
The Verification and Count will take place following the District Council Count on Friday 3
May at Dereham Leisure Centre, Station Road, Dereham, NR19 1DF. I would estimate
that the Count will commence at approximately mid-day and should be finished by 4pm at
the latest, but further information will be provided to the Candidates nearer the date.
Parish Nomination papers are attached to this email and further information on Standing
for Election can be found on the Electoral Commission website at Nomination papers must be delivered by hand to the Electoral Services team at Breckland Council. It is an individual’s responsibility to ensure that their nomination paper is received by the deadline (4pm on Wednesday 3rd April).
When delivering/submitting nomination papers to the Electoral Services Team, (from
Wednesday 20 March) they should be handed to reception staff – if you would like an
informal check of nomination papers please ask at the reception and a member of the
elections team staff will undertake an informal check. Please do not leave the delivery of
nomination papers until the last day for nominations, we are expecting over 700 parish
nominations and the earlier you get the forms in to the team the greater the time period is
to make any corrections, if necessary, in time for the close of nominations on Wednesday
3 April at 4pm.
